Terms of Service
Last updated: July 5, 2026
These terms govern your use of Penalty Abatement Center, a service of Atlas Systems Group LLC ("we", "us"). By using this website or purchasing our services, you agree to these terms.
What we provide
We are a document preparation service. For a flat fee, we prepare IRS penalty abatement request documents based on the information you provide, including a request letter, completed forms, filing instructions, and the mailing address for your IRS service center. You review, sign, and file the documents yourself.
What we are not
We are not a law firm, CPA firm, or tax advisory service, and we do not provide legal, tax, or financial advice. We do not represent you before the IRS and do not negotiate or communicate with the IRS on your behalf. We are not affiliated with the Internal Revenue Service or any government agency.
No guarantee of outcome
Whether the IRS grants a penalty abatement request is entirely the decision of the IRS. We cannot and do not guarantee any outcome. Our guarantee covers the quality and delivery of the documents we prepare, as described in the refund terms below.
Your responsibilities
- Provide accurate and complete information in the intake process
- Review all prepared documents before signing and filing them
- File the documents with the IRS yourself and meet any applicable deadlines
Fees and refunds
Our fees are flat fees for document preparation, disclosed before you purchase. The terms below explain exactly when you are entitled to a refund.
Before preparation begins
If you change your mind before we begin preparing your documents, you receive a full refund, no questions asked.
If we cannot prepare your packet
If we cannot prepare your abatement request packet based on the information you provide, you pay nothing. If you have already been charged, the full amount is refunded.
Preparation errors
If the documents we deliver contain a preparation error, we fix it at no charge.
After delivery
Once your completed document package has been delivered, the fee covers work that has already been performed, so it is not refundable. The IRS decision on your request does not affect this policy, because no preparer can control or guarantee an IRS outcome.
How to request a refund
Email help@penaltyabatementcenter.com with the name and email address you used when you contacted us. Refunds are issued to the original payment method within 5 to 7 business days.
Limitation of liability
To the maximum extent permitted by law, our total liability for any claim arising out of our services is limited to the amount you paid us for those services. We are not liable for IRS decisions, interest, penalties, or other amounts owed to the IRS.
Governing law
These terms are governed by the laws of the Commonwealth of Massachusetts.
